Born in Taipei, Chiu Pai studied painting under the artist Xu Ming (徐鸣), renowned for his abstract landscape paintings. In 1993, she established the Talent Arts Center in Taipei, serving as an exhibition venue for artists from Taiwan, Mainland China, Russia, and even Canada. After moving to Vancouver in 1999, she deepened her understanding of Western painting by studying at Emily Carr University. Today, Pai is the Vice President and Chief Curator of the Painting and Calligraphy Institute in Vancouver and is a member of various associations, including the International Chinese Artists Association, the Canadian Artists Association, the Chinese International Culture and Art Promotions Association, and the World Association of Chinese Painting and Calligraphy.

She describes her lively and captivating paintings as waking dreams. She believes that the finished paintings should appear hazy, shifting away from any distinctive representations, thus reflecting her great range of emotions. Above anything, Pai wishes for her works to convey a sense of peace and serenity to viewers.
